SUBJECT: State Work Time During FSEC Campaign
QUESTION: Is time spent participating in the activities sponsored by the FSECC or time spent working in the Campaign as agency coordinators, keyworkers and/or volunteers considered as time worked?
INTERPRETATION: Yes. The annual FSEC Campaign is the only official, authorized fundraising drive permitted during work hours in work areas. The law authorizes local steering committees composed of state employees to assist in conducting the campaign and to direct the distribution of funds. Other employees who play key roles during the campaign period are appointed by the agency head to serve as campaign coordinators or by their supervisor to coordinate the distribution and collection of materials for the Campaign within their work unit. During the annual Campaign period of September 1 through December 1, employees may participate in agency fundraising activities and recognition ceremonies. Time served in the performance of tasks associated with the FSECC should be considered a normal part of assigned duties for the affected employees and time spent participating in activities sponsored by the FSECC should be considered time worked for participating employees.
