Overview: Overview Of Roles In The Campaign
Solicitation of an employee group is a team effort. The size and complexity of the department will determine the composition of the team. Generally, the levels of responsibility and roles are as follows:
STATEWIDE STEERING COMMITTEE:
- Reviews organizations to be admitted into the FSEC Campaign.
- Sets the policies and guidelines of the Campaign.
- Supervises Campaign statewide.
DEPARTMENT HEAD:
- Endorses Campaign.
- Appoints statewide agency coordinators.
- Approves Campaign Goal.
- Solicits top management (Leadership-by-example).
- Recognizes and thanks employees.
STATEWIDE AGENCY COORDINATOR:
- Appointed by Department Head to fulfill the department’s responsibility for implementing the FSECC statewide.
- Must be given access to, and cooperation from, all divisions of the department.
- Appoints Local Agency Coordinators.
- Monitors campaign progress and reports periodically to Statewide FSEC Campaign staff.
- Attends and speaks at key meetings.
LOCAL COORDINATOR:
- Works closely with the Area Fiscal Agent United Way that serves the county in which he/she works in the day-to-day implementa-tion of the FSECC within the local office.
- Recruit solicitors and/or key persons within Bureaus and offices.
- Monitor progress and turn in pledge forms to the United Way Area Fiscal Agent.
- Reports progress periodically to Statewide Agency Coordinator.
- Schedule and assure attendance of employees at any group meetings.
- Thank contributors.
KEY PERSON/SOLICITOR:
- Key Person is selected to conduct the process within a division, bureau, program office, etc. He/she has similar responsibilities to the Local Coordinator, except that it is confined to the division, bureau, or program office level.
- Key Person should select a team of Solicitors each of whom will be responsible for helping the Key Person plan the campaign and solicit individual employees.
- Solicitor makes personal contact with each assigned employee.
- Solicitor collects all pledges from assigned employees and turns in pledges to Key Person weekly.
- Schedules and assures attendance of assigned employees at group meetings.
- Thanks contributors.
28 AREA FISCAL AGENT UNITED WAYS:
- Overall management and fiscal responsibility for the local campaigns.
- Staff members available to help Coordinators, Key Persons & Solicitors in any way possible.
- Produces all materials to be used in the campaign (i.e., brochures, pledge cards, etc.).
LOCAL STEERING COMMITTEE:
- A group of state employees selected by each area fiscal agent to assist in coordinating the local campaign and direct the distribution of undesignated funds.
- Shall be representative of the state agencies in the area fiscal agent vicinity.
